This program will install a hotfix for the Windows CE, Pocket PC 2002,
and Pocket PC 2003 "localhost" problem. This hotfix is not known to work
on Windows Mobile 5.0 or later, but those operating systems do have a workable
"localhost" function, though it doesn't extend to its numerical counterparts
127.0.0.0 through 127.255.255.255.

Normally, localhost equates to 127.0.0.1 but the entire 127/8 network should 
be accessible locally (by a client on the same computer as the server).
